UGC will keep eye on the steps being taken by universities and colleges against the ragging in the new academic year. Based on the directions given by the Supreme Court, the commission had earlier asked all universities to act tough against those involved in ragging on the campuses. The financial assistance received by them from the University Grants Commission (UGC) or the controlling body should be reduced and even stopped, it said. UGC had directed every institution to set up an anti-ragging committee and an anti-ragging squad. The anti-ragging committee at the level of the institution should consist of representatives from civil and police administration, local media, faculty members, parents, students belonging to the freshers' category as well as seniors and non-teaching staff and it should be headed by the head of the institution.
Colleges were also asked to conduct anonymous random surveys involving the entire first-year students every fortnight during the first three months of the academic session in order to verify and cross-check whether the campus is indeed free of ragging or not. The head of the institution should address all freshers on the first day of the academic session and educate them about their rights against harassment of any kind, including ragging. Faculty members must be present on the occasion.
